Established in 1997 by Evan Edgar, Edgar & Associates, Inc, is a lobbying firm and environmental engineering company specializing in solid waste management, recycling, composting, and renewable energy issues representing locally based companies mostly of Italian decent.  The Firm advocates for the historical preservation of Mid-town and compatible in-fill development.

Evan Edgar provides representation for the California Refuse Recycling Council (CRRC) regarding regulatory issues at the California Integrated Waste Management Board.  Edgar & Associates protects the interests of CRRC members in relation to collection and hauling issues, and other solid waste policies that affect the solid waste industry. In addition, they monitor other California regulatory agencies
that affect the industry, such as the Air Resources Board, and the California Water Quality Control Board.  Edgar & Associates writes a monthly article, aptly titled “Total Waste”, that is included in CRRC’s monthly published newsletter “The Long Haul”.  These articles can be viewed here.

Evan W.R. Edgar has more than twenty years of experience in all aspects of solid waste management as a registered civil engineer. Mr. Edgar is the Principal of Edgar & Associates, Inc., a lobbying firm and environmental engineering firm based in Sacramento and established in 1997, specializing in solid waste management, recycling, composting, and renewable energy issues. Prior to 1997, Mr. Edgar was the Director of Regulatory Affairs and Manager of Technical Services for the California Refuse Recycling Council (CRRC). CRRC is a statewide non-profit trade association representing the interests of over 100 solid waste management companies involved with all aspects of services including collection, hauling, processing, recycling, composting, and landfilling. Edgar & Associates. Inc. is the Registered Lobbying Firm for CRRC and many solid waste management and recycling companies.

Mr. Edgar has advocated on behalf of the CRRC member companies for practical regulations in front of legislative committees, regulatory agencies, and local commissions involving the collection, hauling, processing, and composting of urban green and yard wastes. Mr. Edgar has advised over 50 of the CRRC member companies on urban green and yard waste project development issues including technical feasibility, collection options, land use compatibility, site design, operations, grant and loan funding, tipping fee pricing, and market development issues.

Mr. Edgar was co-founder of the California Compost Quality Council and the California Compost Coalition, a statewide compost market development project and Lobbying Coalition, respectively. Mr. Edgar is a requested speaker on all solid waste management and recycling issues at statewide and regional conventions held by BioCycle, SWANA, CRRA, and NRCA.

Prior to joining CRRC in 1993, Mr. Edgar was a Civil Engineer for six years in Kern County and Yolo County. In Kern County, Mr. Edgar was in charge of operating 14 landfills and 5 transfer stations which managed over 1,000,000 tons per year while developing innovating programs such as the use of processed green waste as an alternative daily cover. Mr. Edgar has also permitted a new regional landfill, which ended up in court where he served as the expert witness.

Resource Management Specialist

Neil S.R. Edgar has more than seven years of experience in all aspects of solid waste management. Neil joined Edgar & Associates in 2001 as a Resource Management Specialist. Edgar & Associates, Inc. is a lobbying firm and environmental engineering firm based in Sacramento and established in 1997, specializing in solid waste management, recycling, composting, and renewable energy issues. Prior to 2001, Mr. Edgar spent over 20 years as a Grocery Manager for Albertson’s, Lucky Stores, and Alpha Beta, involved in all aspects of store operations and personnel supervision, including implementation and oversight of solid waste, recycling and diversion programs at multiple locations throughout Northern California.

Mr. Edgar has consulted on over two dozen projects for CRRC member companies on urban green and yard waste project development issues including technical feasibility, collection options, land use compatibility, site design, operations, grant and loan funding, tipping fee pricing, and market development issues.

Mr. Edgar was co-founder of the California Compost Coalition, a statewide compost lobbying coalition. Mr. Edgar is a member of the United States Composting Council’s Legislative and Environmental Affairs Committee and serves as legislative liaison for the California Organics Recycling Council, a statewide advocacy group for increasing the sustainable use of recycled organics.
