Richard G. Moore joined Total Compliance Management in 2007 as a Project Manager for civil engineering projects, with a focus on developing protocols for the quantification of carbon emissions reductions for recycling and composting, involvement with the development of the California Global Warming Solutions Act implementation program, representing the interests of clients in the recycling and composting industries, quantifying carbon emissions estimates for companies engaged in the solid waste industry, including landfills, and recycling and composting facilities, conducting feasibility studies for the diversion of construction and demolition debris from landfills, preparation of storm water management plans for industrial facilities, assisting clients with design and permitting issues related to facility expansion or environmental impacts from facility activities.

He has four years experience with the provision of public works services in Mali, West Africa, collaborating with technical agencies, municipal government, private companies and community organizations, focusing on solid waste management and waste water evacuation and disposal.

Richard has fifteen years of increasingly responsible public works management and engineering experience in the U.S., including seven years in solid waste management, including landfill management, conversion of biomass to energy, and six years in transportation system management and public works administration, in addition to six months as engineering manager for a water resources project for irrigation in Zimbabwe.

He also has extensive experience managing engineering staff, consultant contract administration and construction project management, including bids, awards and public contract code requirements, as well as fluency in presenting technical and budgetary issues before elected bodies and public audiences, and interfacing with local, regional and state jurisdictions and agencies.
